Amanda Winters is a Program Director in the Economic Opportunity Division of the National Governors Association Center for Best Practices, where she serves as an advisor to state leaders on postsecondary and workforce policies. Most recently, Amanda’s work has focused on state postsecondary financing with an emphasis on equity and measurable outcomes. She is also working on projects examining state longitudinal data systems, short term credentials, work-based learning, occupational licensure, state higher ed oversight, and connecting education and work. Amanda holds a bachelor’s in history from the University of Missouri-Rolla, a bachelor’s in criminal justice and a master’s in history from the University of Illinois- Springfield.
