Today’s higher education students require pathways that allow them to seamlessly move to and through postsecondary education and the workforce, support lifelong learning, and meet their needs. Even more, today’s students and younger workers are changing jobs as many as four times by age 32. But current federal policies date back to a time when most students went immediately from high school to college upon graduation, and workers stayed with one job or company for the entirety of their career.
